Mount Rokko rises just behind Kobe, and it’s where you go when you want a break from the city.
You can get up there by cable car or ropeway, and once you’re at the top, it’s all about the views, especially looking down over Kobe and Osaka Bay. The night view here is considered one of the best in Japan.
There are also small shrines around the mountain, reflecting older beliefs that saw it as a spiritual place overlooking the region.
